Invited participants are coming from Non-Government Agencies (NGAs), Non-Government Organizations (NGOs), Philippine National Police, academe, and private individuals.

According to SWDL-NET Secretariat Mia Cercado, the SWDL-NET is currently expanding memberships around the region as a mechanism to bring more experts from various fields.
