VICE Mayor Edvil John Alfaro of President Roxas, Capiz expressed his support to institutionalize the Community-Driven Development approach.
CDD approach is the strategy employed by the Kalahi-CIDSS of the Department of Social Welfare and Development in implementing its projects in rural areas.
It is a strategy where local communities take control of the planning, implementing and resource investments for their local development.
CDD ensures that programs integrate the principles of local empowerment, participatory governance, demand-responsiveness, administrative autonomy, greater downward accountability and enhanced local capacity.
Alfaro’s support in CDD institutionalization emanated from their experience in Kalahi-CIDSS implementation. He assured of his support in any move to institutionalize CDD.
The move to institutionalize CDD is already at the House of Representatives.
Alfaro was impressed with the Community-Driven Development approach used by Kalahi-CIDSS in implementing its projects in President Roxas.
He said involving the people in the project is already a substantial effort in advancing development in rural areas. The people in the communities knew what are their unmet needs.
He added that providing sufficient information to the people regarding the types of projects to be funded and the disbursement process makes Kalahi-CIDSS distinct from other government-funded projects.
The Program inculcated participatory, transparency, and accountability among its stakeholders. “I support Kalahi-CIDSS because of their system, “said Alfaro.
The vice mayor also said Kalahi-CIDSS was a big help to the municipality. The local funds alone are insufficient to fund the identified small-scale projects, particularly in the coastal barangays. “It is an advantage that projects in the coastal barangays were realized.”
In President Roxas, 28 sub-projects amounting to P30.8 million were built in two cycles of implementation. Kalahi-CIDSS has provided them a grant of P30.1 million while the local government unit extended cash and in-kind contributions of P682,000.#
