
The Municipal Local Government Unit (MLGU) of San Dionisio, Iloilo, has effectively integrated the Community-Driven Development (CDD) strategy into its implementation of the Phase 3 project under the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) Program.
Municipal Planning and Development Coordinator Mary Bernadette J. Albaña highlighted that the MLGU has established specific criteria for implementing the road project in Barangay Bagacay to ensure equitable opportunities for all barangays within the municipality.
The NCDDP-AF Phase 3 project is led by the LGU, which finances the initiative with contributions from the prioritized barangay.
The commitment to the CDD process aligns with the San Dionisio Community-Driven Development Institutionalization Ordinance that was recently approved in December 2024.
The project involves the construction of a 0.178-kilometer road funded by both the Barangay Local Government Unit (BLGU) of Bagacay, contributing Php100,000, and the MLGU, which has allocated Php1.777 million from its Local Development Fund.
Albaña noted several key criteria for project implementation, including the performance of the barangay in past community projects, the availability of a Local Cash Counterpart (LCC), and the potential benefits to the majority of residents.
The use of the Philippine Government Electronic Procurement System (PhilGEPS) in all government-funded projects and the integration of the CDD process at the barangay level were also emphasized during the selection process.
The effective utilization of PhilGEPS distinguishes Barangay Bagacay from other barangays. PhilGEPS enhances community development procurement by fostering transparency, accountability, and fair competition.
The identification of Barangay Bagacay as recipient of the LGU-led implementation was endorsed by the Municipal Development Council (MDC).
Albaña further explained that the CDD process enhances community awareness regarding project implementation, fostering transparency and igniting active community participation, which is crucial for the successful realization of the project.
The collaborative approach of the BLGU and MLGU exemplifies their joint efforts to spur rural development.
Mayor Darwin Bajada’s administration is actively championing these community projects, also ensuring that Municipal Coordinating Team staff are appropriately compensated for their contributions, she said.
Additionally, one of the notable initiatives by the LGU includes the reinforcement of the Local Project Monitoring Team, comprising municipal engineer and other key department heads.
