DESPITE impending closure of Kalahi-CIDSS projects funded by Asian Development Bank on June 30, 2018, a pre-successor program is still waiting for performing municipalities in Western Visayas.
Kalahi-CIDSS Deputy Regional Program Manager Belen P. Gebusion assured that the “ADB closure is not the end of Kalahi-CIDSS. In fact, it will open a different mode of implementation through a pre-successor program. There are still in store for the performing local government units.”
Gebusion allayed the apprehension of the local chief executives during a forum dubbed as “Pag-suguidanon: Forum for Local Government Units (LGUs) Implementing Kalahi-CIDSS Program 2018.”
“We are gathering the local chief executives here to talk not only about the June 30 closure, but more of what Kalahi-CIDSS will be offering to you after June 30, she stressed.”
Gebusion explained the pre-successor program is classified into four categories- Pilot Community Driven Development (CDD) Thematic, Barangay Development, Planning and Management System (BDPMS) or Makilahok, Organizational Development and Management (ODM) and Tier 2.
The pre-successor program will start from July 1, 2018 and ends in 2019.
On the other hand, the Barangay Development, Planning and Management System (BDPMS) or Makilahok will cover 50 municipalities, Organizational Development and Management (ODM) will also cover 50 municipalities and Tier 2 for 11 municipalities.
Regional Community Development Specialist, Dan Donald Candare said the cross-cutting criteria include the completion of all sub-projects on June 15, 2018; closure of community accounts by June 30, 2018, 100% conduct of Sustainability Evaluation Test by the Municipal Stakeholders Inspectorate Team to all eligible sub-projects, willingness and commitment of the local government, letter of intent from the LGUs and availability of funds as local cash counterpart.
The functionality of Municipal Coordinating Team and active and full involvement of Municipal Inter-Agency Coordinating Team are also included in the cross-cutting criteria.
