DSWD strengthens feedback mechanisms on CCT

The Department of Social Welfare and Development (DSWD) has put in place stronger measures to ensure that only qualified families avail of the government’s conditional cash transfer (CCT) program, locally known as the Pantawid Pamilyang Pilipino Program.

DSWD Field Office VI Regional Director Minda B. Brigoli said the Department has strengthened its feedback and grievance redress mechanisms and has even partnered with various non-governmental organizations and civil society organizations to help in the monitoring and assessment of households enrolled in the program. A total of 20 NGOs and CSOs in the region have entered into a memorandum of agreement with DSWD6 to serve as “gabay, bantay, tulay at kaagapay” in the implementation of Pantawid Pamilya as well as other social protection programs of DSWD.

DSWD: making dreams come true

Her hand was shaking as she held a piece of paper on her one hand while the other gently squeezed the little palm of her youngest child.

That little paper represented a very important possession in her life—a Certificate of Occupancy giving them the go signal to live in the newly-built shelter unit funded by the government. It was handed to her personally by DSWD Secretary Corazon Juliano-Soliman who graced the occasion in San Antonio, Ajuy, Iloilo conducted recently.

Heide Liezl Celada, 35 years old, received the certificate together with her husband Jonathan, 46, and their two children. Witnessing the ceremony were Iloilo Governor Arthur Defensor Sr., Regional Director Minda B. Brigoli, Ajuy Mayor Juan Alv arez and Board Member Jett Rojas.

Heide was only one of the 100 beneficiaries of Modified Shelter Assistance Program of DSWD in the mu nicipality who received P70,000 each for the construction of the units. Of the 100, 60 or P4.2 million-worth of houses were built at San Antonio Site and were inaugurated and turned over to the beneficiaries. The remaining P2.8 million was released for other barangays.

“This started with a dream of families, the Local Government Unit of Ajuy and the Provincial Government of Iloilo. Now, you are seeing a dream come true. The shelter units are already here and we can see them in our very eyes. It is now up to you, the beneficiaries, to start a new life,” said Soliman.

According to her, the family beneficiaries should get motivation and strength from this achievement to strive for a more progressive life.

“What is important is that with the fresh start, you get the drive to see more of your dreams coming true…that you won’t just be contented of dreaming but work for those dr eams to become a reality,” Soliman told the beneficiaries.

She also said that this would not be impossible for the beneficiaries because the leadership in Iloilo recognizes the importance of the Community Driven Development (CDD) which puts emphasis on people empowerment and participation.

The Local Government Unit provided the site as well as shouldered the development of the area.

DSWD showcases convergence before China’s anti-poverty body

The Department of Social Welfare and Development (DSWD) Regional Office recently showcased its convergence strategy to a group of Chinese citizens who are into poverty reduction.

“We are implementing the Convergence Strategy and Aklan is one of the areas wherein we could see this working. Under the strategy, we are implementing three core programs so that we could pool resources and achieve maximum results. The Three Core Programs include Pantawid Pamilyang Pilipino Program, KALAHI-CIDSS or Kapit Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services and Sustainable Livelihood,” said Director Minda B. Brigoli of DSWD6 when she delivered a message before the delegates coming from the International Poverty Reduction Center in China.

The delegates visited the towns of Libacao and Malay, both in Aklan Province, which exposed them to the implementation of the three programs. Among those who warmly welcomed them were Governor Carlito Marquez, Mayor John Yap of Malay and Mayor Charito Navarrosa of Libacao.

DSWD: all the children need is family

Children coming from different background were invited recently to gather issues that should be resolved for their welfare. One thing was common. They just needed their family.

This was revealed by DSWD, head of the Regional Sub-Committee for the Protection of Children (RSCWC), which led the Children’s Congress with the theme, “Local Council for the Protection of Children (LCPC) Para sa Bright Child: Pakilusin, Palakasin, Pagtulungan Natin!”


Participants during the activity were coming from the groups of street children, child laborers, abused and exploited, children in conflict with the law and Persons with disabilities. The activity aimed at gathering the issues and concerns of children for recommendation to the RSCWC and LCPCs down in the municipalities.

Iloilo City plays host to CCT policy review with Mindanao mayors

DSWD Secretary Corazon J. Soliman answers queries raised by mayors from Mindanao during the Pantawid Pamilya Consultation Workshop for Mindanao Cluster held Nov. 14-15 at Sarabia Manor Hotel, Iloilo City. With her are Iloilo City Mayor Jed Patrick E. Mabilog and DSWD6 Regional Director Minda B. Brigoli. ILOILO City hosted the two-day consultation workshop on the government’s conditional cash transfer (CCT) program with mayors from Mindanao region and Secretary Corazon J. Soliman of the Department of Social Welfare and Development (DSWD).

Held at Sarabia Manor Hotel from November 14-15, Soliman said the workshop forms part of DSWD’s ongoing policy review with partners and stakeholders in preparation for the full expansion of the CCT, locally known as Pantawid Pamilyang Pilipino Program. The Program targets to cover three million households by end of 2013.

Soliman said the workshop aims to get feedback and recommendations to improve the systems, policies and mechanisms relative to the implementation of Pantawid Pamilya.

“In consultation with the mayors, we thought that it is best to have this consultation in a different place such as Iloilo so that we could also learn from the best practices here as well as remove the political dynamics that may exist if we have it in Mindanao. Here, everyone is on equal footing,” said Soliman. 

The activity is the first of a series of consultation with mayors being made by DSWD. Attending in this first batch are local chief executives from the provinces of Maguindanao, Lanao del Sur, Lanao del Norte, Shariff Kabunsuan and Davao del Sur.
